Longsheng Various Nationalities Autonomous County Notice on Implementing the Measures for the Administration of Commitment Certificates for Agricultural Product Quality and Safety Compliance

To all agricultural product production enterprises, farmers' professional cooperatives, farming households, and units or individuals engaged in the purchase of agricultural products: On December 2, 2025, the Ministry of Agriculture and Rural Affairs promulgated the Measures for the Administration of Commitment Certificates for Agricultural Product Quality and Safety Compliance, which will take effect on February 1, 2026. In order to implement the primary responsibility of agricultural product producers and operators, safeguard the quality and safety of agricultural products, and promote the effective implementation of the Measures for the Administration of Commitment Certificates for Agricultural Product Quality and Safety Compliance throughout the county, Longsheng Various Nationalities Autonomous County hereby provides the following notice on relevant matters.

I. Definition of the Commitment Certificate for Agricultural Product Quality and Safety Compliance

The Commitment Certificate for Agricultural Product Quality and Safety Compliance (hereinafter referred to as the "Commitment Compliance Certificate") refers to a certificate issued in accordance with law by agricultural product production enterprises, farmers' professional cooperatives, farming households, and units or individuals engaged in the purchase of agricultural products, based on quality and safety control, testing results, and other factors, committing that the agricultural products they sell have not used prohibited pesticides, veterinary drugs, or other compounds, and that residues of conventional pesticides and veterinary drugs do not exceed standards.

II. Agricultural Products Subject to the Commitment Compliance Certificate Management

The following are included: (1) vegetables (including artificially cultivated edible fungi); (2) fruits; (3) fresh tea leaves; (4) livestock and poultry; (5) poultry eggs; (6) aquacultured aquatic products; (7) other agricultural products as prescribed by the Ministry of Agriculture and Rural Affairs.

III. Entities Subject to the Commitment Compliance Certificate Requirements

The following are included: (1) agricultural product production enterprises, farmers' professional cooperatives, and farming households; (2) units or individuals engaged in the purchase of agricultural products.

IV. Circumstances Under Which Commitment Compliance Certificates Must Be Issued

(1) Agricultural product production enterprises and farmers' professional cooperatives shall issue commitment compliance certificates at the place of production according to production batches, and truthfully maintain issuance records, which shall be kept for at least six months. Where a commitment compliance certificate is issued based on quality and safety control, the agricultural product production process shall comply with relevant quality and safety control measure requirements. Where a commitment compliance certificate is issued based on testing results, targeted testing shall be conducted on agricultural product pesticide use and other matters according to production batches. Farming households are encouraged and supported to issue commitment compliance certificates by reference to the Measures for the Administration of Commitment Certificates for Agricultural Product Quality and Safety Compliance when selling agricultural products.

(2) Where units or individuals engaged in the purchase of agricultural products conduct mixed loading or sub-packaging of purchased agricultural products before sale, they shall issue commitment compliance certificates based on post-purchase quality and safety control and testing results, and truthfully maintain issuance records, which shall be kept for at least six months.

(3) Where agricultural product production enterprises, farmers' professional cooperatives, and units or individuals engaged in the purchase of agricultural products sell agricultural products through online platforms, they shall attach a commitment compliance certificate.

V. Content of the Commitment

The commitment content includes not using prohibited drugs, conventional drug residues not exceeding standards, and being responsible for the authenticity of the commitment, and must state basic information such as product name, quantity, place of origin, producer, contact information, and date of issuance.

VI. Entities That Shall Collect Commitment Compliance Certificates

(1) Units or individuals engaged in the purchase of agricultural products. 1. When purchasing agricultural products from agricultural product production enterprises or farmers' professional cooperatives, they shall collect the commitment compliance certificate and preserve it for at least six months by taking photographs, retaining the original, retaining a copy, or taking screenshots of scanned codes. If an agricultural product production enterprise or farmers' professional cooperative does not provide a commitment compliance certificate, the purchase shall not be made. 2. Where a farming household voluntarily provides a commitment compliance certificate or other quality and safety compliance certification, the unit or individual engaged in the purchase of agricultural products shall collect and preserve it in accordance with the preceding provisions.

(2) Units engaged in livestock and poultry slaughtering. Livestock and poultry slaughter operators shall, in accordance with the provisions of the Measures for the Administration of Commitment Certificates for Agricultural Product Quality and Safety Compliance, collect and preserve commitment compliance certificates provided by livestock and poultry breeding enterprises, farmers' professional cooperatives, units or individuals engaged in livestock and poultry purchasing, and farming households.

VII. Relevant Penalties for Refusing to Issue or Improperly Issuing Commitment Compliance Certificates

For refusing to issue or improperly issuing commitment compliance certificates, in accordance with Articles 18 to 20 of the Measures for the Administration of Commitment Certificates for Agricultural Product Quality and Safety Compliance: in minor cases, criticism and education shall be given, and a deadline shall be ordered for correction; in serious cases, a fine of not less than 100 yuan but not more than 1,000 yuan shall be imposed, and the illegal and non-compliant conduct shall be recorded in credit records.

1. Access the "Baguinong'an Service" mini-program or search for "Baguinong'an Service" in WeChat mini-programs. 2. After opening the "Baguinong'an Service" mini-program, click the icon in the upper left corner to enter the mini-program login interface, and first complete registration. 3. All content marked with an asterisk in the registration and filing must be filled in. After completing the form, click "Register and Submit" and wait for review by regional regulatory personnel. It can only be used after approval. 4. After completing registration and passing review, you may choose to log in with mobile phone number plus verification code or directly via WeChat. After logging in, click "Certificate Management," truthfully fill in the relevant information for the current batch of products, and after completing the form, click "Generate Certificate." The certificate can be saved on a mobile phone or printed as a paper copy for archiving.
