Recently, the unveiling ceremony for the Anshan Intellectual Property Trading Service Platform was held in the high-quality development cluster zone for provincial intellectual property services in Lishan District, marking the official launch of Anshan's integrated intellectual property service system, which will inject strong momentum into the innovation and upgrading of key industrial chains such as steel, magnesite, and equipment manufacturing.

After the unveiling ceremony, three core cooperation agreements were successfully signed. The cluster development zone signed a school-locality joint patent pool agreement with the University of Science and Technology Liaoning to gather high-quality patents from the university and establish a channel for connecting school and locality achievements; the University of Science and Technology Liaoning signed a patent rights trading agreement with local enterprises to solve enterprise technical problems through patent transfers and deepen industry-university-research integration. The ceremony also saw the signing of Anshan's first patent infringement liability insurance business, filling the gap in intellectual property risk protection and helping enterprises reduce the costs of rights protection and innovation.

In response to problems such as scattered patent resources, poor achievement transformation, and insufficient linkage between patents and industrial investment attraction, the platform integrates an online digital portal with offline physical carriers, focuses on three main businesses of patent resource aggregation, achievement transformation, and patent investment attraction, and provides supporting services such as science and technology special missions and science and technology finance. Relying on the existing foundation of the high-quality development cluster zone for provincial intellectual property services in Lishan District, Anshan City, it improves roadshow, exhibition, and financial service spaces, introduces and cultivates high-end intellectual property service institutions, and consolidates the foundation for physical operations.

The Anshan Municipal Science and Technology Bureau is taking the launch of this platform as an opportunity to continuously carry out a series of activities to empower industries with intellectual property. Around key science and technology enterprises and core industrial chains, it organizes patent navigation, achievement roadshows, bank-enterprise matchmaking, and school-enterprise negotiations. Relying on science and technology special missions to explore and cultivate high-value patents, it builds a patent resource database and an investment attraction project database, and uses transfers, licensing, and equity contributions to promote the industrialization of scientific research achievements. It promotes financial products such as intellectual property pledge financing, "Anke Loan," and patent infringement liability insurance, implements enterprise-benefiting policies, and builds an innovation risk-sharing mechanism.
