According to a report, the Guangdong Province Civil Affairs Development 15th Five-Year Plan (hereinafter referred to as the Plan) has recently been released.
Under the Plan, by the end of 2030, Guangdong's community elderly care service institutions and facilities coverage rate will reach 80%; the coverage rate of county-level comprehensive elderly care service management platforms will reach 85%; and the proportion of elderly care workers in elderly care institutions who have obtained vocational skill level certificates will reach 70%.
In the field of aging affairs and elderly care services, Guangdong aims to achieve, by the end of 2030, a proportion of nursing-type beds in elderly care institutions of 80% (85% in the Pearl River Delta region, and 75% in eastern, western, and northern Guangdong); and a coverage rate of township (subdistrict) regional elderly care service centers of 68% (70% in the Pearl River Delta region, and 65% in eastern, western, and northern Guangdong). By 2030, the province will create no fewer than 5 demonstration smart elderly care homes and 10 demonstration smart community elderly care service stations. A cross-border elderly care collaboration mechanism will be established and improved, with Guangzhou Nansha, Shenzhen Qianhai, and the Hengqin Guangdong-Macao Deep Cooperation Zone taking the lead in promoting mutual recognition of elderly care institution service standards between Guangdong, Hong Kong, and Macao.
In the field of social welfare, according to the Plan, Guangdong aims during the 15th Five-Year Plan period to have 70% of regional centralized child welfare institutions included as designated institutions for rehabilitation services for persons with disabilities; 100% coverage of basic living security for orphans and de facto unsupervised children; a 60% rate of child welfare institutions opening their doors to the public; 100% coverage of living subsidies for persons with disabilities in difficulty and nursing subsidies for persons with severe disabilities; and a 95% coverage rate of community-based rehabilitation services for mental disorders at the district and county levels.
In the field of social assistance, during the 15th Five-Year Plan period, the average ratio of Guangdong's minimum living guarantee standard to per capita consumption expenditure will remain stable; the dynamic monitoring rate of the information platform for dynamic monitoring of low-income populations will reach 5%; and the ratio of the rural minimum living guarantee standard to the urban minimum living guarantee standard will reach 85%.
According to the Plan, Guangdong will also promote the introduction or amendment of 5 local regulations: the Guangdong Province Funeral and Interment Management Regulations, the Guangdong Province Industry Association Regulations, the Guangdong Province Place Name Management Regulations, the Guangdong Province Social Assistance Regulations, and the Guangdong Province Regulations on the Protection of the Rights and Interests of the Elderly.
